China Wooden Bedroom Furniture: Final Results of AD Admin Review and New Shipper Review
The Commerce Department issued the final results of the antidumping duty administrative review and a concurrent new shipper review on wooden bedroom furniture from China (A-570-870). The agency determined that most companies subject to this review didn't demonstrate independence from Chinese government control, and assigned them the high China-wide rate. Commerce only calculated new rates for the Tony House Group and new shipper Dongguan Chengcheng. The new rates will be used to set assessments of AD duties for entries of hangers from China between January 2012 and December 2012.

New Cash Deposit Rates Take Effect Sept. 2
For entries on or after Sept. 2, Commerce is setting new AD duty cash deposit rates for some companies. Companies that didn't get a rate in this review will continue to get the cash deposit rate set in the most recent previous administrative review, and companies that have never been assigned an AD rate will get the China-wide rate of 216.01%. The new rates are as follows:
Exporter | AD Rate |
---|---|
Hualing Furniture (China) Co., Ltd.; Tony House Manufacture (China) Co., Ltd.; Buysell Investments Ltd.; and Tony House Industries Co., Ltd. | 3.25% |
China-wide Entity | 216.01% |
China-wide entity. Commerce said 46 companies, including Marvin Furniture and Foliot, did not demonstrate independence from Chinese government control, and assigned them the 216.01% China-wide rate. See notice for full list.
No shipments companies. Commerce said 12 companies would have been reviewed, but demonstrated that they had no shipments of wood flooring to the U.S. during the period under review. As such, subject merchandise from these 12 companies will continue to enter at the most recent AD cash deposit rate Commerce assigned to each company.
In its concurrent new shipper review, Commerce is also setting a new AD cash deposit rate for subject merchandise both produced and exported by Dongguan Chengcheng:
Manufacturer | Exporter | AD Rate |
---|---|---|
Dongguan Chengcheng Group Co., Ltd. | Dongguan Chengcheng Group Co., Ltd. | zero |
Assessment Rates For Entries January 2012 - December 2012
Commerce is using the rates it calculated in these final results to calculate assessments of AD duties on importers of subject merchandise for entries between Jan. 1, 2012 and Dec. 31, 2012. The agency said it will calculate importer-specific rates for importers of subject merchandise from the Tony House Group. For Dongguan Chengcheng, which received a zero percent rate, Commerce will instruct CBP to liquidate entries manufactured and exported by the company without payment of AD duties.
(The review period is 01/01/12 -- 12/31/12. See Commerce's notice for more information, including the scope of the order, detailed cash deposit and assessment instructions, etc. See 14022525 for summary of the preliminary results of this administrative review.)
