China PET Film: Final Results of AD Admin Review
The Commerce Department issued the final results of the antidumping duty administrative review on polyethylene film, sheet and strip from China (A-570-934). These final results will be used to set assessments of AD duties on importers for entries between Nov. 1, 2011 and Oct. 31, 2012. New AD duty cash deposit rates set in this review will take effect July 2.

New Cash Deposit Rates Take Effect July 2
For entries on or after July 2, Commerce is setting new AD duty cash deposit rates on PET film from China. The agency calculated individual rates for Green Packing and Wanhua, and took an average of those rates to set AD rates for three other "separate rate" companies that weren't individually reviewed, but that demonstrated independence from Chinese government control. The new rates are as follows:

Assessment Rates For Entries November 2011 - October 2012
Commerce is using the rates it calculated in these final results to calculate assessments of AD duties on importers of subject merchandise for entries between Nov. 1, 2011 and Oct. 31, 2012. For entries exported by Green Packing or Wanhua, Commerce will calculate a specific AD duty rate for each importer. For the average rate companies and the China-wide entity, the agency will assess AD duties at the rates it set in this administrative review (31.24% and 76.72%, respectively).
