China Fresh Garlic: Final Results of AD Admin Review
The Commerce Department issued the final results of the antidumping duty administrative review on diamond sawblades and parts thereof from China (A-570-831). These final results will be used to set final assessments of AD duties on importers for entries between Nov. 1, 2011 and Oct. 31, 2012. New AD duty cash deposit rates set in this review will take effect June 30.

New Cash Deposit Rates Take Effect June 30
For entries on or after June 30, Commerce is setting new AD duty cash deposit rates on fresh garlic from China. The agency calculated individual rates for Shenzhen Xinboda, and used that rate to set AD rates for 19 other "separate rate" companies that weren't individually reviewed, but that demonstrated independence from Chinese government control. The new rates are as follows:

China-wide rate. Commerce said another mandatory respondent, Hebei Golden Bird, didn't fully cooperate in the administrative review, so the agency is assigning it the China-wide rate.
No shipments companies. Commerce said Jinxiang Hejia Co., Ltd. would have been reviewed, but demonstrated that it had no shipments of fresh garlic to the U.S. during the period under review. As such, subject merchandise from these Hejia will continue to enter at AD cash deposit rates set in previous administrative reviews.
Assessment Rates For Entries November 2011 - October 2012
Commerce is using the rates it calculated in these final results to calculate assessments of AD duties on importers of subject merchandise for entries between Nov. 1, 2011 and Oct. 31, 2012. For entries exported by Xinboda, Commerce will calculate a specific AD duty rate for each importer. For the other companies that got their own AD rates and the China-wide entity, the agency will assess AD duties at the rates it calculated in this administrative review ($1.82/kg and $4.71/kg, respectively).
