China Diamond Sawblades: Final Results of AD Admin Review

The Commerce Department issued the final results of the antidumping duty administrative review on diamond sawblades and parts thereof from China (A-570-900). These final results will be used to set final assessments of AD duties on importers for entries between Nov. 1, 2011 and Oct. 31, 2012. New AD duty cash deposit rates set in this review will take effect June 24.

New Cash Deposit Rates Take Effect June 24

For entries on or after June 24, Commerce is setting new AD duty cash deposit rates on diamond sawblades from China. The agency calculated individual rates for Bosun Tools and Weihai Xiangguang, and took an average of those rates to set AD rates for 19 other "separate rate" companies that weren't individually reviewed, but that demonstrated independence from Chinese government control. The new rates are as follows:

No shipments companies. Commerce said some other companies would have been reviewed, but demonstrated that they had no shipments of diamond sawblades to the U.S. during the period under review. As such, subject merchandise from these five companies will continue to enter at AD cash deposit rates set in previous administrative reviews: Qingdao Shinhan Diamond Industrial Co., Ltd., and Saint-Gobain Abrasives (Shanghai) Co.

Assessment Rates For Entries November 2011 - October 2012

Commerce is using the rates it calculated in these final results to calculate assessments of AD duties on importers of subject merchandise for entries between Nov. 1, 2011 and Oct. 31, 2012. For entries exported by Bosun Tools or Weihai Xiangguang, Commerce will calculate a specific AD duty rate for each importer. For the average rate companies and the China-wide entity, the agency will assess AD duties at the rates it calculated in this administrative review (4.83% and 164.09%, respectively).
