China Copper Pipe: Final Results of AD Admin Review

The Commerce Department issued the final results of the antidumping duty administrative review on seamless refined copper pipe and tube from China (A-570-964). These final results will be used to set final assessments of AD duties on importers for entries between November 2011 and October 2012. New AD duty cash deposit rates set in this review will take effect April 28.

New Cash Deposit Rates Take Effect April 28

For entries on or after April 28, Commerce is setting new AD duty cash deposit rates on copper pipe from China. Companies that didn't get a rate in this review will continue to get the cash deposit rate set in the most recent previous administrative review, and companies that have never been assigned an AD rate will get the China-wide rate. The new rates are as follows:

Commerce says several companies didn't prove independence from Chinese government control, so the agency assigned these companies the 118.05% China-wide rate, as follows: Shanghai Hailiang Metal Trading Limited; Hong Kong Hailiang Metal; China Hailiang Metal Trading; Foshan Hua Hong Copper Tube Co., Ltd.; Guilin Lijia Metals Co., Ltd.; Sinochem Ningbo Import & Export Co., Ltd.; Sinochem Ningbo Ltd.; Taicang City Jinxin Copper Tube Co., Ltd.; Ningbo Jintian Copper Tube Co., Ltd.; Zhejiang Jiahe Pipes Inc.; and Zhejiang Naile Copper Co., Ltd.

Assessment Rates For Entries November 2011 - October 2012

Commerce is using the rates it calculated in these final results to calculate assessments of AD duties on importers of subject merchandise for entries between Nov. 1, 2011 and Oct. 31, 2012. For Golden Dragon, Commerce will calculate a specific AD duty rate for each importer based on entry data. For Hailang, the agency will assess AD duties at the 4.5% AD duty rate it calculated in this administrative review.
