After three years, “ILECs have never demonstrated that those specific consumer benefits have been achieved,” it said. “Based on research and general industry knowledge, the benefits very likely have not been achieved.” The company is “considering filing a petition for declaratory ruling” to determine whether ILECs have delivered the promised consumer benefits, it said.
