China Hardwood Plywood: AD Rates Rise in Final Determination

Antidumping duty cash deposit rates will rise across the board for importers of hardwood and decorative plywood from China (A-570-986), after the Commerce Department issued its final affirmative antidumping duty determination. The final determination is effective Sept. 23.

Changes to Scope

In response to comments, Commerce added several new exceptions to coverage of antidumping and countervailing duties on hardwood and decorative plywood from China. The agency inserted language into the scope that exempts (1) products made entirely from bamboo and adhesives, also known as "solid bamboo"; (2) multilayered wood flooring with a face veneer of bamboo or composed entirely of bamboo; (3) and structural plywood (also known as “industrial plywood” or “industrial panels”) that is manufactured and stamped to meet U.S. Products Standards PS 2-09, or PS 2-10 (in addition to PS 1-09, which was already excluded).

Suspension of Liquidation

Commerce will direct CBP to continue to suspend liquidation for all subject merchandise entered on or after May 3, the date of the preliminary determination.

Estimated AD Cash Deposit Rates Revised

Commerce will instruct CBP to require an AD cash deposit for all imports of subject merchandise from China equal to the following revised AD rates:
