A coming CBP Federal Register notice will announce the pilot and that the agency is seeking a maximum of nine participants to test the program, the report said. "The Trusted Trader Program intends to be a holistic approach to achievement of trusted trader status with enhanced incentives and benefits involving the consolidation of C-TPAT and ISA programs as well as entertaining the participation of [Participating Government Agencies] into a new trusted trader partnership process," it said.
A COAC metrics working group is in the process of evaluating 21 benefits that were identified as potential advantages of the new program, the reports said. "Many new benefits identified by the trusted trader working group may require" amended rulings, which "will be considered in later phases of Trusted Trader Metrics development," the report said. CBP said it is planning for the implementation of Phase I of the Trusted Trader framework to begin by the end of FY13 and the Office of Field Operations is looking at the requirements for developing a unified automated applications process and tracking system within the current C-TPAT Portal 2.0 development schedule. The CBP report on the subject is (here). See (13052020) for a list of recently released documents for the COAC meeting.
