Vietnam Hangers: Prelim Determination of CV Critical Circumstances
The International Trade Administration made a preliminary affirmative determination of critical circumstances in the countervailing duty investigation of steel wire garment hangers from Vietnam (C-552-813) for all exporters of subject merchandise with the exception of the Hamico companies.1 The ITA found (i) countervailable subsidies that were inconsistent with the WTO Subsidies Agreement and (ii) massive imports in a relatively short period of time. Suspension of liquidation and CV cash deposit requirements for the Infinite companies and all other exporters of subject merchandise from Vietnam are now effective March 6, 2012.

Preliminary CV Suspension of Liq and Cash/Bond to Take Effect March 6
The ITA's determination covers the Infinite Companies,2 as well as imports of hangers from all other producers or exporters from Vietnam. The ITA will instruct CBP to suspend liquidation and require a CV cash deposit or the posting of a bond equal to the estimated preliminary CV rates, for entries of subject solar cells that are entered, or withdrawn from warehouse, for consumption3 on or after March 6, 2012, which is 90 days prior to the effective date of the preliminary affirmative CV determination.
