Taiwan Hangers: Final AD Determination Effective Oct. 15

The International Trade Administration continued to find dumped imports in its final antidumping duty determination on steel wire garment hangers from Taiwan (A-583-849). The ITA made no changes from the preliminary determination. If the International Trade Commission finds injury to U.S. industry, the ITA will issue an AD duty order. The ITA’s final determination, which is effective Oct. 15, is expected to be implemented by CBP soon.

Suspension of Liquidation Continues

The ITA is directing CBP to continue to suspend liquidation of all imports of subject merchandise which were entered, or withdrawn from warehouse, for consumption on or after Aug. 2 (the publication date of the preliminary determination).

Estimated AD Cash Deposit Rates

The ITA will instruct CBP to require an AD cash deposit, for all imports of subject merchandise which were entered, or withdrawn from warehouse, for consumption on or after Oct. 15, equal to the following AD rates:

Manufacturer/ExporterAD Rate
Golden Canyon Ltd.169.98%
Taiwan Hanger Manufacturing Co., Ltd.2125.43%
All Others69.98%

1The ITA’s questionnaires to mandatory respondent Golden Canyon were returned as undeliverable, so the ITA classified it as an “unlocated company” and assigned it the all others rate. Because no respondents participated in the investigation, the ITA chose a rate alleged in the petition.

2Mandatory respondent Taiwan Hanger did not respond to the ITA’s questionnaires, so the ITA assigned it an adverse facts available (AFA) rate of 125.43%.

(The period of investigation is 10/01/10 -- 09/30/11. See ITA’s notice for more information, including the scope of the investigation (unchanged since the preliminary determination), detailed instructions on cash deposit and assessment rates, etc. See ITT’s Online Archives 12080131 for summary of the preliminary determination in this investigation, and 12101103 for summary of the ITA’s announcement of this final determination.)
