CBP Reminds Trade of ACE ABI In-bond Requirements

CBP issued a CSMS message to remind those filing ACE ABI In-Bond transactions that they must nominate themselves as a secondary notify party in the transaction. If the carrier has not nominated the filer, a failure to nominate oneself will mean the filer will not receive any of the subsequent status notifications related to the in-bond filing, said CBP.

CBP also said in the CSMS message:

  • ABI In-Bond (ABI application identifier ‘QP’) Filers Will Not Automatically Receive Status Notifications (ABI application identifier ‘NS’)
  • ABI In-Bond filers must include themselves as an SNP in the QP32 record in order to receive status notifications unless they are being named as an SNP by the carrier.
  • The port code in the Q32 record should be the ‘processing’ port or the port code shown in the ‘B’ record.

ABI software developers should consider that if the client is named as the SNP on every QP transaction they may get two Status Notification (NS) messages if the carrier has also listed them as an SNP, said CBP. In that case, one will be an NS05 and one will be an NS10.
