China Aluminum Extrusions: ITA Assigns Guangdong Zhongya Individual AD Rate

The International Trade Administration determined that Guangdong Zhongya Aluminum Company Limited is the successor-in-interest to Zhaoqing New Zhongya Aluminum Co., Ltd. in the final results of a changed circumstances review of the antidumping duty order on aluminum extrusions from China (A-570-967). As a result, Guangdong Zhongya will be assigned New Zhongya’s AD rate of 33.28 percent, effective Sept. 6.

In the preliminary results of this changed circumstances review, the ITA said record evidence indicated that the company underwent a simple name change, and that Guangdong Zhongya has retained New Zhongya’s management and organization structure, operations and production facilities, and significantly similar supplier and customer relationships. The petitioners did not comment on the preliminary results, so the ITA made no changes in these final results.

The ITA will instruct CBP to suspend liquidation and collect a cash deposit at an AD rate of 33.28 percent on all shipments of the subject merchandise exported by Guangdong Zhongya and entered, or withdrawn from warehouse, for consumption, on or after Sept. 6.
