Vietnam Hangers: ITA Finds AD Critical Circumstances, Suspends Liq Retroactive to May 4
The International Trade Administration preliminarily determined that critical circumstances exist for imports subject to the antidumping duty investigation on steel wire garment hangers from Vietnam (A-552-812) for all respondents, which include the TJ Group1, the separate rate respondents,2 and the Vietnam-wide entity. The ITA found (i) sales at less than fair value and (ii) massive imports in a relatively short period of time.

AD Suspension of Liquidation Retroactive to May 4
As a result, ITA will instruct CBP to suspend, with respect to the TJ Group, the separate rate respondents, and the Vietnam-wide entity, the liquidation of any unliquidated entries of subject steel wheels from China entered, or withdrawn from warehouse for consumption, on or after May 4, which is 90 days prior to the Aug. 2 date of publication of the preliminary determination.
