The ITA finds the following preliminary AD rates:
| Exporter | Prelim AD Rate (not in effect) |
| Golden Dragon Precise Copper Tube Group, Inc. | zero2 |
| Hong Kong Hailiang Metal Trading Limited / Zhejiang Hailiang Co., Ltd. / Shanghai Hailiang Copper Co., Ltd. | 60.85% |
1The petitioners withdrew their request for administrative review, but Golden Dragon requested to be reviewed, and Hailiang applied for a separate rate. The ITA said it intends to rescind this administrative review with respect to all other companies named in the initiation notice.
2If the ITA continues to find that this company had a zero dumping margin in the final results of this review, it will instruct CBP to liquidate all entries of subject merchandise exported by this company without regard to antidumping duties and not collect a cash deposit.
(The period of review is 11/22/10 -- 10/31/11. See ITA notice for additional information, including the scope of the order, potential cash deposit and assessment instructions, etc. See ITT's Online Archives 11123022 for summary of the initiation of this administrative review.)
