AD/CV Admin Reviews Begin for Stainless Steel Bar, Etc.
The International Trade Administration initiated administrative reviews for certain firms subject to antidumping or countervailing duty orders with February anniversary dates. The ITA has also received a request to revoke in part one antidumping order for one exporter, and a request to defer for one year the initiation of the February 1, 2011, through January 31, 2012, administrative review of the antidumping order on stainless steel bar from Japan. The ITA intends to issue the final results of these reviews no later than February 28, 2013.

Separate Rate Certifications/Applications for China and Vietnam
All firms listed in the ITA's notice that wish to either retain or receive separate-rate status in the administrative reviews involving non-market economy (NME) countries (China and Vietnam) must complete, as appropriate, either a Separate Rate Certification or a Separate Rate Application.
In order to demonstrate separate-rate eligibility, the ITA requires the China companies for whom a review was requested that were assigned a separate rate in the most recent segment of this proceeding in which they participated to certify that they continue to meet the criteria for obtaining a separate rate. Certifications are due 60 calendar days from after the publication of the notice (i.e. on or about May 29, 2012).

Notices of No Sales During the Review Period
If a producer or exporter named in this notice of initiation had no exports, sales, or entries during the period of review, it must notify the ITA within 60 days of the publication of this notice in the Federal Register (i.e. on or about May 29, 2012. (The ITA will consider rescinding the review only if the producer or exporter, as appropriate, submits a properly filed and timely statement certifying that it had no exports, sales, or entries of subject merchandise during the period of review.)
Respondent Selection
If the ITA limits the number of respondents for individual examination for administrative reviews, the ITA will select respondents based on U.S. Customs and Border Protection (CBP) data during the period of investigation. Respondent selection will be made within 21 days of publication of the Federal Register notice; i.e. on or about April 20, 2012. Comments regarding the CBP data and respondent selection should be filed within five days of placement of the CBP data on the record of the applicable review.
1In its 2011 initiation of administrative reviews for orders with February anniversary dates, the ITA said it was deferring the 2010-11 administrative review with respect to Stainless Steel Bar from Japan until March 2012. (See ITT's Online Archives 11033162 for summary.)
2The ITA received a request to defer the administrative review with respect to Misumi Corporation for one year, and received no timely objections. So the ITA will initiate the administrative review with respect to Misumi Corporation in the month immediately following the next anniversary month (i.e., March 2013).
