China Steel Threaded Rod: Initiation of AD Duty Anti-Circumvention Inquiry

Effective January 5, 2012, the International Trade Administration is initiating an anti-circumvention inquiry to determine whether Gem-Year Industrial Co., Ltd.’s double-arming (DA) bolts are circumventing the antidumping duty order on steel threaded rod from China (A-570-932).

Petitioner Alleges that Minor Alteration Constitutes Circumvention

Vulcan Threaded Products Inc., the petitioner, alleges that Gem-Year’s higher chromium DA bolts are of the “same class or kind” as the merchandise covered by the AD order and that the addition of small amounts of chromium above the 1.25% threshold in the scope of the order is a minor alteration that constitutes circumvention.

The ITA finds that there is sufficient basis to initiate an AD anticircumvention inquiry to determine whether the merchandise subject to the inquiry involves a minor alteration that is so insignificant as to render it subject to the AD order.
