China Honey: Initiation of AD/CV Duty Anti-Circumvention Inquiry
Effective December 13, 2011, the International Trade Administration is initiating an anti-circumvention inquiry to determine whether imports of honey blended with rice syrup from Anhui Hundred Health Foods Co., Ltd.1 are circumventing the antidumping duty order on honey from China (A-570-863).

This inquiry was requested by the American Honey Producers Association and the Sioux Honey Association, who allege that honey blended with rice syrup (“honey-rice syrup blend”) from Anhui Hundred is circumventing the AD order.
The ITA finds that there is sufficient basis to initiate an AD anticircumvention inquiry to determine whether honey-rice blends are later-developed products that can be considered subject to the AD duty order.2
