China Steel Wheels: Preliminary AD Cash Deposit/Bond Rates Take Effect
The International Trade Administration has made a preliminary affirmative antidumping determination that certain steel wheels from China are being, or are likely to be, sold in the U.S. at less than fair value (A-570-973). The ITA found preliminary AD rates of 110.58% to 193.54%, which are officially effective as of November 2, 2011 for all firms but one. U.S. Customs is expected to implement these AD cash deposit/bond requirements soon.

Preliminary Critical Circumstances Found for 1 Firm
The ITA also preliminarily determined that critical circumstances exist for exports from Jining Centurion Wheels Manufacturing (Centurion), but not for Zhejiang Jingu and Shanghai Yata (collapsed), the separate rate respondents, or the China-wide entity.
AD Suspension of Liquidation and Cash/Bond Requirements
Because the ITA has preliminarily found that critical circumstances exist with regard to exports by Centurion, it will instruct CBP to suspend liquidation of covered entries with a time of entry on/after 90 days prior to November 2, 20111. Suspension of liquidation for the exports of all other respondents and the China-wide entity, where no critical circumstances were found, is effective for covered entries with a time of entry on/after November 2.

ITA Preliminarily Determines to Add HTS Numbers to Scope
The ITA states that because the language of the scope currently covers steel wheels ranging from 18 to 24.5 inches in diameter regardless of use, the ITA has preliminarily determined to add all of the HTS numbers suggested by CBP to the scope.
