CBP Ready to Accept New MPF Rate Starting the Morning of Nov 5

U.S. Customs and Border Protection has issued a CSMS message announcing that it will be ready to accept the new 0.3464% Merchandise Processing Fee for formal entries (class code 499) on Saturday, November 5, 2011 at approximately 7:30 a.m.

CBP states that the system changes will allow the trade to submit the new MPF rate for summaries that have a duty computation date of October 1, 2011 or later.

CBP Says it Will Bill Any Retroactive Increase in MPF of $20 or More

CBP has also posted a notice to its Web site which describes its plans to bill importers for the increased MPF back to October 1, 2011. According to that notice, for entries filed on/after October 1, 2011 until the CBP system changes take effect with the 0.3464% rate (November 5 at approximately 7:30 a.m.), CBP will bill the importer for the increase in MPF. CBP will disregard differences of less than $20.

CATAIR to Help Determine Which Rate (Old or New) Needed at Changeover

According to CBP, when the ABI implementation date for the new MPF is known, entry filers should consult the CATAIR, Entry Summary, Record 30, Note 4, which indicates the validation dates used by the system to determine the MPF rate.

The CATAIR indicates that the following order is used by the system to determine the MPF rate:
