CBP Wants New Input on Broker Role Project, Expects 2011 Simplified Entry Pilot

U.S. Customs and Border Protection officials and COAC members discussed COAC's recommendations and CBP's next steps for the agency's Role of the Broker Project at the COAC meeting that was held on October 4 in El Paso, Texas. CBP also discussed its proposals for Simplified Entry, Summary and Financial Processing, including its plans for a Simplified Entry pilot before the end of 2011.

CBP Expects to Expand Stakeholders in its Role of the Broker Workgroup

At the meeting, COAC adopted revised recommendations on the Role of the Broker from its Broker Subcommittee, which will be submitted to CBP. A CBP official stated that CBP is working to get input on the next steps that its Role of the Broker-Broker Regulatory Revision Workgroup (which is currently comprised of CBP officials and certain NCBFAA members) should take and is looking to expand participation to include a greater variety of stakeholders.

CBP officials also noted that they are developing guidelines for its recommendation to allow brokers to precertify Customs-Trade Partnership Against Terrorism (C-TPAT) and Importer Self-Assessment (ISA) applicants.

CBP Hopes to Pilot Simplified Entry by End of 2011

COAC adopted recommendations on simplified entry, summary, and financial processes at the meeting which will be submitted to CBP. CBP officials stated that they expect to publish a Federal Register notice in the next couple of weeks on a simplified entry pilot and hope to have the initial pilot up and running by the end of 2011. CBP officials noted that under simplified entry, the Importer Security Filing (ISF) would still be required in the ocean mode.
