CBP Says it Has Quick Fix for ACE PSC Visibility Issue, Etc.
Officials at U.S. Customs and Border Protection state that the agency plans to add an enhancement by year’s end so that the original ACE entry summary filer will have visibility to the Post Summary Correction filing done by another party. In addition, officials state that a ‘quick fix’ to provide the original filer visibility via ACS can be used until then.

(CBP deployed PSC functionality on June 4, 2011 for type 01 and 03 ACE entry summaries; as of September 22, it replaced the existing Post Entry Amendment (PEA) hardcopy process for all ACE entry summaries.)
ACE Enhancement for Original Filer Visibility Expected by Year’s End
Officials state that an upcoming ACE enhancement will allow brokers to retain the current visibility that they have on the ACS system for Post Summary Corrections. (In August, CBP stated that it was costing out solutions and doing outreach with several trade groups to determine the best solution for all parties, and that it expected to have some information on the issue in the next month or so. Quick Fix Available Now by Using ABI Query in ACS
Until this enhancement is in place, a quick fix is available. Officials state that an ABI query can be made in ACS for an ACE entry summary that was the subject of a PSC, and the query results will provide the information needed for visibility. According to the official, this functionality will remain in place until the enhancement is made to PSC in ACE.
(CBP allows an unlimited number of PSCs to be submitted for ACE consumption and antidumping and countervailing (AD/CV) duty entry summaries (types 01 and 03), by the importer’s authorized ACE entry summary filers (as long as the PSC is filed within 270 days of the date of entry and 21 or more days before the scheduled liquidation date, the entry is not under CBP review, etc.).
CBP also passes “ownership” of the “PSC-version” of the existing entry summary to the subsequent PSC filer (e.g., the subsequent PSC filer receives the courtesy notice of liquidation, extension or suspension via ABI1); the original filer however does receive an Entry Summary Status Notification (UC) message when the first PSC has been filed by another filer authorized by the same importer. A UC message will also be issued if the PSC is rejected.)
1Except (1) for filers under NILS (National Importer Liquidations). Such filers will still receive the courtesy notice of liquidation if they have been designated by the importer, even if they are not the PSC filer and (2) filers named in a CBP Form 4811 by the importer as the recipients of the bills, refunds, and liquidation notices.
Through NILS, an importer can designate one ABI entry filer to receive all of an importer’s liquidation information, regardless of the number of different customs brokers the importer utilizes.)
