Reminder: Comments on EU Dual-Use Export Reform due Oct 31

In June 2011, the European Commission issued a Green Paper seeking comments by October 31, 2011 on how the European Union's system of export controls should be administered for dual-use goods (items that have both military and civilian uses), which account for up to 10% of EU exports.

The results of the consultation will help the EC create concrete amendments to the system and prepare a long term strategy on the development of export controls in the EU. Among other things, the EC seeks comments on what type of information would customs authorities need to properly enforce export controls at EU borders, how the Authorized Economic Operator (AEO) status could be used within the export control framework, etc. (See notice for the complete list of 55 questions on which the EC is seeking comments.)

The EC will report the results of the consultation in early 2012.
