China Drill Pipe: Initiation of AD/CV Duty Anti-Circumvention Inquiry

Effective August 12, 2011, the International Trade Administration is initiating an anti-circumvention inquiry of the Hilong Group of Companies Co., Ltd. (Hilong) to determine whether pipe and tool joints produced in China, friction-welded together in the United Arab Emirates by AlMansoori/Hilong, and exported from the UAE to Hilong USA as UAE-origin merchandise, are circumventing the antidumping and countervailing duty orders on drill pipe from China (A--570--965 and C--570--966).

This inquiry was requested by VAM Drilling U.S.A., Texas Steel Conversion Inc. and Rotary Drilling Tools. They argue that because Hilong’s China-produced pipe and tool joints are assembled in the UAE, and enter the U.S. as UAE-origin merchandise, the goods are of the same class or kind as the merchandise covered by the China drill pipe orders, and this constitutes circumvention.

(Final determination due within 300 days of August 12. See notice for additional details, including the scope of the orders, the petitioners' arguments and submissions, the opportunities for additional concurrent inquiries involving China and other UAE companies, etc.)
