Vietnam Fish Fillets: Final Results of AD New Shipper Review
The International Trade Administration has issued the final results of an antidumping duty new shipper review of certain frozen fish fillets from Vietnam (A-552-801) for the period of August 1, 2009 through February 15, 2010.

Final Results of Review
As a result of its review, the ITA determines that the following per-kilogram weighted-average margins exist for the period of review:

Estimated AD Cash Deposit Requirements
The following estimated AD duty cash deposit requirements are effective for all shipments of subject merchandise with a time of entry on or after June 17, 2011:
- For subject merchandise produced and exported by IDI or THIMACO, no cash deposit is required; however, they remain subject to the order;
- For subject merchandise exported by IDI or THIMACO, but not manufactured by IDI or THIMACO, the cash deposit rate will continue to be the Vietnam-wide rate of $2.11/kilogram; and
- For subject merchandise manufactured by IDI or THIMACO, but exported by any other party, the cash deposit rate will be the rate applicable to the exporter.
New Shipper Bonding Option No Longer Available
Importers may no longer post a bond or other security in lieu of an AD cash deposit on imports of subject merchandise (such an option was allowed during the pendency of the new shipper investigation).
Assessment Instructions
The ITA has calculated importer-specific duty assessment rates on a per-unit basis for the merchandise subject to this review. The ITA will issue assessment instructions to CBP within 15 days after June 17, 2011.
