CBP's PGA Message Set to be Available for ACE and ACS Transactions

According U.S. Customs and Border Protection sources, the Participating Government Agency Message Set, a harmonized set of information needed by federal agencies1 to approve imports of cargo, will be available for both ACE and ACS transactions once it is implemented.

(CBP recently posted an expanded draft ABI CATAIR PGA Message Set chapter and appendix providing the codes and qualifiers for the PGA Message Set. CBP has not yet posted any ACE ABI CATAIR documents on the PGA Message Set.

Says Filers to Use PGA Set in ACS/ACE; with Full Functionality only in ACE

Once the PGA data set is implemented, CBP sources state that filers will be able to include it with ACS or ACE transactions. However, full functionality of the PGA Message Set, with data validation, will only be available with ACE Cargo Release.

CBP Anticipates Completing Technology for PGA Message Set in Late 2011

According to a CBP press release on the harmonized data set for ACE, CBP anticipates completing the technology build that will enable the electronic collection of the PGA Message Set in late 2011.

Once incorporated into the ACE Cargo Release module, the PGA Message Set will extend the electronic record data set that is currently provided to CBP to allow trade systems to submit PGA data electronically to CBP along with current required information. Additional work to reform policies, processes and regulatory changes is ongoing to streamline data submission and allow for a paperless system when ACE Cargo Release capabilities begin deploying in 2012.
