CBP Issues May 2011 TAO Update, Includes M1, Cargo Release Info
U.S. Customs and Border Protection has issued the May 2011 ACE Trade Account Owner Update, which provides information on ACE Cargo Release, trade testing of e-Manifest: Ocean and Rail (M1), a DTOPS issue, etc.

M1 Testing Began on May 2, Is Going Well
According to the update, M1 testing began on May 2nd and is going well. Once the early adopters are successfully tested, CBP will open trade testing to additional members of the trade.
Trade testing will continue through September, and if it has been successful, CBP will then begin rolling out the M1 pilot on a port-by-port basis. CBP previously stated that it hoped to begin the rollout of the M1 pilot later this year, and complete the process in January 2012.

Cargo Release Status Session Held in May with CBP, PGAs, Trade Ambassadors
A Cargo Release status session was held with CBP, Participating Government Agency, and Trade Ambassador participants on May 3. CBP presented the status of the ACE Cargo Release business requirement development effort, which was completed on April 29th. (See ITT’s Online Archives or 04/14/11 news, 11041414, for BP summary of CBP officials saying that they were “in the middle of” developing the business requirements for Cargo Release.)
At the session, CBP provided attendees a Great Idea Form (GIF) Mapping Report which lists the status of the trade’s user requirement GIFs for Cargo Release. CBP distributed this mapping report along with the Cargo Release ConOps and asked the TSN Trade Committee Co-Chairs to distribute the list to their full committees. Comments are due to CBP by June 3.

DTOPS Issue with Duplicate License Plates Appearing in ACE/e-Manifests
CBP has noticed a Decal and Transponder Online Procurement System (DTOPS) issue with duplicate license plates appearing in an ACE account and/or in truck e-Manifests.
One cause is a conveyance with a transponder has been sold to another carrier who then adds the conveyance to their ACE account with their own license plate. The solution for this problem is to contact the previous owner and have them deactivate the conveyance in DTOPS. The new carrier can then remove the license plate in the ACE account. If the former carrier does not do this, the new carrier should contact DTOPS.
Another cause of this issue is a carrier with a DTOPS account gets new License Plates and forgets to update their DTOPS account. Sometimes they update DTOPS but forget to update the conveyance in their ACE account. To fix this, the carrier should edit the Conveyance record in the ACE account and remove the old license plate.
