CBP Updates Its Fact Sheet on ACE e-Manifest: Truck
U.S. Customs and Border Protection has issued an updated version of its fact sheet on ACE e-Manifest: Truck capabilities, including information on filing an e-Manifest and on the e-Manifest process and benefits.

Truck Carriers Must Submit e-Manifests 1 Hour Before Port Arrival Unless FAST
ACE e-Manifest: Truck capabilities are available at all 99 U.S. land border ports of entry. E-Manifests provide CBP with cargo information, such as crew, conveyance, equipment as applicable, and shipment details, allowing truck processing to begin before the truck arrives at the gate. Truck carriers are required to submit e-Manifests to CBP one hour prior to arrival at a U.S. land border port of entry, or one half- hour prior if the carrier is a participant in the Free and Secure Trade (FAST) program.

Carriers Can File an e-Manifest via ACE, EDI, or through Brokers, Etc.
CBP states that truck carriers can file an e-Manifest in the following ways:
- Carriers can file e-Manifests for free via the ACE Secure Data Portal; or
- CBP-certified Electronic Data Interchange (EDI), for which there are two options: (1) self-developed EDI software that interfaces with CBP; or (2) an application provided by a software vendor.
- Carriers may also employ third parties, such as customs brokers, border processing centers or other carriers to file e-Manifests on their behalf via the ACE portal or EDI.
e-Manifest is Automatically Retrieved When Truck Approaches Primary Booth
Receiving manifest information early allows CBP and other border security agencies to pre-screen the manifest prior to the truck’s arrival at the port of entry. Advance access to manifest information enables CBP to dedicate more time to inspecting high-risk cargo without delaying the border crossings of legitimate carriers.
When a truck approaches the primary booth, the e-Manifest is automatically retrieved along with the matching pre-filed entries, in-bond requests and other release declarations for the CBP officer to view and process. The officer will either release the truck or refer it to secondary inspection and further processing. Subsequently, the CBP processing results will be accessible via the ACE Secure Data Portal.
e-Manifest Benefits Include Faster Processing, Reduced Delays at Border, Etc.
Benefits of e-Manifests include the following:
- On average, e-Manifests are processed 21% faster than paper manifest.
- By establishing an ACE portal account, carriers are able to generate a wide variety of reports to evaluate and identify compliance issues and risks.
- Truck carriers can record and track account details related to drivers, trucks, (conveyances), equipment, shippers and consignees via ACE. This eliminates the need to repetitively send this data via EDI or re-enter the data on each manifest, resulting in reduced errors during submission.
- A "broker download" feature enables carriers to send shipment details to the entry filer’s Automated Broker Interface (ABI) system. This data assists in the reconciliation of manifest and entry data, thereby reducing delays at the border.
- Using the ACE portal, carriers may also request in-bond moves directly from the manifest. Carriers may also report the arrival of in-bond freight via ACE when a shipment arrives at its U.S. destination.
