Revised ACE ABI CATAIR Chapters for PSC Functionality Posted
U.S. Customs and Border Protection has issued a CSMS message announcing that two revised ACE ABI CATAIR chapters supporting the future deployment of Post Summary Correction (PSC) functionality have been posted. CBP previously stated that three revised ACE ABI CATAIR chapters (including these two) containing new search criteria and data elements for PSC functionality would be issued1.

(PSCs will replace post-entry amendments (PEAs) for all ACE entry summaries. CBP officials recently stated that PSC functionality is still expected in spring 2011. They stated that the agency will not review every PSC (CBP currently looks at every correction submitted using PEAs). CBP only plans to look at PSC transmissions if there is a “hit” on a CBP rule (edit, validation, or targeting). In addition, an ACE entry summary filer may submit a PSC for an ACE entry summary originally submitted by another ACE entry summary filer if authorized by the same importer of record. Revised Entry Summary Chapters
The revised ACE ABI CATAIR chapters that have been posted are:
Entry Summary Create/Update -- This chapter provides record formats and processing instructions to submit entry summary (including PSC) and related information to ACE.
Entry Summary Query -- This chapter provides input and output record layouts, data elements, and processing information for ABI filers to query entry summaries in ACE. CBP notes that this query has been enhanced to include PSC queries.
1CBP said that it would post a revised Entry Summary Status Notification ACE ABI CATAIR chapter, but it was not released with these two chapters. The most recent version of the Status Notification chapter is dated October 31, 2010 and is available here.
(PSC functionality will allow a filer to make corrections to ACE entry summary data presented to and accepted by CBP. PSCs will be able to be filed up to 270 calendar days from the date of entry, but not less than 21 days prior to liquidation. Trade participants will be able to submit a PSC for an existing ACE consumption (entry type 01) and ACE AD/CVD (entry type 03) entry summary. The PSC will be a full replacement summary. Changes related to admissibility issues, including other government agency requirements, will not be allowable via PSC.
There are no limitations to the number of PSCs that can be submitted for any one ACE entry summary as long as the PSC is within the permitted time frame and all other requirements are met. A text explanation and at least one PSC reason code will be required for each PSC submission. All entry summaries including PSCs may be subject to team review.)
