CBP Restarts Work on Simplified Entry & Financial Account Project

During recent trade events1, U.S. Customs and Border Protection officials discussed plans to revitalize another management by account project -- simplified entry and financial processing (referred to by CBP has “simplified processing.”)

(In summer 2010, CBP announced that it was considering various ways to pursue an account based approach to doing business, including (i) ways to simplify the entry process in order to reduce the volume and redundancy of data transmissions, reduce post entry queries and amendments, enable statement-based processing for entry summaries and payments, and enable CBP to focus resources on higher risks; and (ii) ways to achieve simplified financial processing.)

Trade Found Initial Project Proposals Lacking

In September 2010, CBP and COAC discussed a number of models for simplified processing, including the Import Activity Summary Statement (IASS), the Canadian trusted partner CSA process, and other similar permutations. CBP notes that as a result of those discussions, COAC reached the conclusion that there wasn’t really enough value in any of the approaches under discussion.

CBP Hopes to Work with Trade to Develop Concepts for Project Soon

In February 2011, the CBP Commissioner instructed CBP officials to reach a strategic breakthrough on simplified processes, so CBP restarted discussions with the trade. CBP has reached out to various trade groups, including the National Customs Brokers and Forwarders Association of America, the American Association of Exporters and Importers, the National Association of Manufacturers, etc. and is seeking members from those association to work closely with CBP on developing strategies for simplified processing. CBP hopes to develop the concepts for the project in the next couple of months.
