PSC Functionality Still Expected to be Deployed in Spring 2011
U.S. Customs and Border Protection has issued the March 2011 ACE Trade Account Owner Update, which provides information on Post Summary Corrections (PSCs), including CBP’s timeframe for deploying PSC functionality.

(CBP has stated that PSC functionality will allow a filer to make corrections to ACE entry summary data presented to and accepted by CBP. ACE will allow an authorized entry summary filer to submit a PSC for an ACE entry summary originally filed by another filer. PSCs will be able to be filed up to 270 calendar days from the date of entry but not within 20 calendar days of the scheduled liquidation date. Trade participants will be able to submit a PSC for an existing ACE consumption (entry type 01) and AD/CVD (entry type 03) entry summary.
Each PSC will be a full replacement of the entry summary data. CBP will accept the data as the most up-to-date data available and reconcile monetary changes at time of liquidation. There are no limitations to the number of PSCs that can be submitted for any one entry summary as long as the PSC is within the permitted time frame and all other requirements are met. A text explanation and at least one reason code are required for each PSC submission. All entry summaries including PSCs may be subject to team review.)
PSC Functionality to Replace PEAs for ACE
Deployment of PSC functionality is still expected to be deployed in spring 2011. PSCs will replace post-entry amendments (PEAs) for all ACE entry summaries.
In February 2011, CBP officials told Broker Power during an interview that CBP is still on schedule to deliver PSC functionality in ACE in spring 2011; however, it was expected to be delivered in the late spring timeframe.
(Note that CBP officials at a February 17 trade event stated that PSC functionality was targeted for delivery in the late April 2011 timeframe.)
