ISF Data Dumps in ACE Delayed, as M1 is Top Priority

During a recent interview with Broker Power, U.S. Customs and Border Protection officials announced that the deployment of Importer Security Filing (ISF) data dumps in ACE has been delayed beyond the targeted February/March 2011 deployment date.

CBP previously stated that it plans to stop issuing ISF progress reports as soon as its ISF data warehouse is functional. This would allow the trade, via the ACE portal, to use the ISF data “dumped” into ACE by CBP to create and tailor ISF reports for their specific needs.

ISF Data Dumps to Occur After M1 is Deployed

According to the officials, CBP will not be able to meet the February/March target date for deploying ISF data dumps and the agency is not certain of when these data dumps will begin. M1 (e-Manifest: Ocean and Rail) is the top ACE priority right now, and the data dumps are unlikely to occur until after it is deployed. In November 2010, CBP announced plans to pilot M1 in February 2011 and deploy it in spring 2011.

ISF Data Dumps Will Give Importers Access to Their Own Transactional Data

The ISF data dumps will allow importers to have visibility to all ISFs filed on their behalf. It will also give importers and filers the ability to see transactional ISF data (for example, importers will be able to see which transactions had errors or were not filed timely).

(The current ISF progress reports provide a monthly summary of the types of ISFs filed with CBP (stand-alone, done via ABI, etc.), errors made, and ISF timeliness for the specified time period.

However, certain C-TPAT members (Tier 3 and certain Tier 2 members) have access to transactional ISF data, as CBP provides them with tailored reports. In addition, Tier 3 and certain Tier 2 C-TPAT members can see all ISFs that have been filed on their behalf.)
