China Folding Metal Tables and Chairs: Final Results of AD Admin Review

The International Trade Administration has issued the final results of its antidumping duty administrative review of folding metal tables and chairs from China (A-570-868) for the period June 1, 2008 through May 31, 20091.

Final Results of Review

As a result of its review, the ITA determines that the following weighted-average margin percentages exist for the period of review:

Estimated AD Cash Deposit Requirements

The following estimated AD duty cash deposit requirements are effective for all shipments of subject merchandise with a time of entry on or after January 18, 2011:

1. For Feili and New-Tec, the cash deposit rate will be zero.2

2. For previously investigated or reviewed PRC and non-PRC exporters not listed above that have separate rates, the cash deposit rate will continue to be the exporter-specific rate published for the most recent period;

3. For all PRC exporters of subject merchandise that have not been found to be entitled to a separate rate, the cash deposit rate will be the PRC-wide rate of 70.71 percent; and

4. For all non-PRC exporters of subject merchandise that have not received their own rate, the cash deposit rate will be the rate applicable to the PRC exporters that supplied that non-PRC exporter.

Assessment Instructions

For assessment purposes, the calculated exporter/importer- (or customer-) specific assessment rates for merchandise subject to this review. Where an importer- (or customer-) specific assessment rate is zero or de minimis, the ITA will instruct U.S. Customs and Border Protection to assess that importer (or customer’s) entries of subject merchandise without regard to antidumping duties.

The ITA will issue assessment instructions to CBP within 15 days after January 18, 2011.

1The ITA has also issued the final results of its deferred AD duty administrative review for Feili for the period June 1, 2007 through May 31, 2008, in which it found a de minimis AD duty rate of 0.04%, which is superseded by the more recent final results.

2For Feili and New-Tec, the ITA states that the cash deposit rate will be the company-specific rate established in the final results of review (except, if the rate is zero or de minimis, as in the case for these 2 companies, no cash deposit will be required).
