India Hot-Rolled Steel Flat Products: Prelim Results of AD Admin Review
The International Trade Administration is conducting an administrative review of the antidumping duty order on certain hot-rolled carbon steel flat products from India (A-533-820) covering the period December 1, 2008 through November 30, 2009. Interested parties are invited to comment on these preliminary results.

ITA Preliminarily Finds No Entries by Reviewed Companies, Auto Assessment if Finalized
The ITA preliminarily finds that Essar Steel Limited; Ispat Industries Limited; and JSW Steel Limited had no shipments of subject merchandise to the U.S.; and Tata Steel Limited had no reviewable transactions.
However, pursuant to its “automatic assessment” clarification of May 2003, the ITA finds that it is more consistent not to rescind the review in these circumstances but rather to complete the review with respect to these companies and issue appropriate instructions to U.S. Customs and Border Protection based on the final results of the review.
Therefore, if there is no change in the final results, the ITA will instruct CBP to liquidate any existing entries of merchandise produced by Essar, Ispat, JSW, or Tata and exported by other parties at the all-others rate. The estimated assessments will be effective upon publication of the final results of this administrative review.
