All Estimated Prelim AD Rates Reduced, Including China-wide Entity
The ITA is amending its preliminary determination to correct ministerial errors with respect to the estimated AD duty rates for mandatory respondent Guang Ya Group/New Zhongya/Xinya and the separate rate respondents.
Because the mandatory respondent's revised estimated AD rate is lower than the petition rate, the ITA has also revised (reduced) the estimated AD duty rate for the China-wide entity.
AD Suspension of Liquidation Continues
Suspension of liquidation for AD duty purposes continues for all entries of aluminum extrusions from China with a time of entry on or after November 12, 2010.
Amended Estimated AD Cash Deposit or Bond Requirements
The ITA will instruct CBP to require a cash deposit or the posting of a bond for entries of aluminum extrusions from China for the following exporter/producer combinations with a time of entry on or after November 12, 2010 at the amended estimated AD duty rates below.
(Note that Guang Ya Group/New Zhongya/Xinya’s AD duty rate is expected to be further reduced for export subsidies1.)

1Because the ITA found in its original preliminary AD duty determination that subject merchandise exported and produced by Guang Ya Group/New Zhongya/Xinya benefitted from export subsidies, its amended AD duty rate is expected to be reduced for the export subsidy portion of the rates determined in the preliminary countervailing duty determination. (See future issue of ITT for the adjusted AD duty rate for Guang Ya Group/New Zhongya/Xinya based on the ITA's instructions to CBP.)
(See ITA notice for additional information, including the current scope of the investigation, etc.
