Filers Receiving Errors When Using ACE Portal to Respond to CBP Forms 28, 29, and 4647
CBP has issued a CSMS message stating that it is aware that importers are receiving an error message when attempting to respond to CBP Forms 28, 29 and 4647 through the ACE Portal. CBP states is making every effort to resolve this issue as quickly as possible.

Filers Should Respond Using U.S. Mail Until Problem Resolved
Until the issue is resolved and portal functionality is restored, importers and brokers are reminded to respond to CBP forms by U.S. mail. CBP states that it will update the ACE Portal News tab when the issue is resolved.
ACE Portal Recently Upgraded for Responses to ACS and ACE CBP Forms 28, 29 and 4647
CBP updated ACE capabilities related to Entry Summary, Accounts and Revenue (ESAR) on October 31, 2010. The changes implemented included this ability to respond to ACS, as well as ACE, CBP Forms 28, 29 and 4647 on the ACE Portal, as well as a redesigned "Entry Summary Universe" to improve ACE reports. (CBP had previously stated that while users will see the new Post Summary Correction (PSC) data objects listed in the Entry Summary Universe, no data will be returned if selected, as PSC functionality has been delayed until spring 2011.)
CBP Email Had Indicated that New Compliance Measurement Effort Was Waiting for Portal Upgrade
On October 6, 2010, CBP issued an email indicating that new compliance measurement (CM) guidelines, and this recent ACE update, would place additional requirements on CBP import specialists. The email, which was not intended for public viewing, had expected that there would be more CM summary reviews, and more CBP Form 28s issued, due to the new CM guidelines and the Portal form response functionality provided by the ACE update.
