CBP Releases its ITDS ConOps

ConOps Describes Import Processes to be Used by CBP in ACE

CBP's Office of International Trade completed and approved the CBP ITDS Concept of Operations, version 1.3, on January 6, 2010.

According to CBP, this ConOps describes the anticipated future import processes to be used by CBP in ACE, and addresses the needs of three distinct stakeholder interest groups -- CBP, participating government agencies, and trade:

  • CBP’s expressed interest in processes that are efficient and effective to satisfy its dual mission of security and trade facilitation.
  • Participating government agencies' expressed interest in processes that enable them to fulfill their missions in the regulation of imports and exports.
  • The trade’s expressed needs for automated, predictable, and uniform business processes leading to the facilitation of compliant trade, and a single system of communication of holds, status, and final release.

ConOps Created to Pave Way for Future ACE Funding, “Single Window”

CBP states that it is against this backdrop of operational needs that the business processes in this ConOps were created. It was designed to pave the way for future ACE funding and development, and is the first step towards achieving the concept most notably known as the automated “single window.”

It specifically outlines those areas in the “To Be” environment where there are touch points with PGAs, in trade data processing. (It does not address the CBP export environment or CBPs non-cargo related processes.)

ConOps “Business Process” Benefits Include Integration with Trade, Automation

The benefits from these ConOps processes can be generally categorized as (1) addressing automation of processes, (2) integration with other agencies and the trade, and (3) communication among the stakeholders, according to CBP.
