CBP Set to Deploy ACE ESAR Enhancements Oct 31

U.S. Customs and Border Protection has issued a CSMS message announcing that it is scheduled to deploy enhanced ACE capabilities related to Entry Summary, Accounts and Revenue (ESAR) on October 31, 2010.

ACE to be Down 9 Hours for Deployment

CBP has also issued a CSMS message announcing that in order to deploy these capabilities, ACE will experience an extended outage. The outage will begin at 22:00 EST on Saturday, October 30, 2010 and last until 07:00 EST on Sunday, October 31, 2010.

CBP requests that all ACE entry summary filers cease filing AE transactions at 21:00 EST on Saturday, October 30, 2010.

CBP does not anticipate the interruption of the filing of ACE Truck Manifest data beyond the normal maintenance window.

ESAR Functionality to be Delivered

The following ESAR functionality will come with the October 31 deployment:

Ability to Respond to ACS, as well as ACE, CBP Forms 28, 29, 4647

ACE portal account holders who have the ability to select “portal” as their mode of communication will be able to view and respond to CBP Form 28 (Request for Information), CBP Form 29 (Notice of Action), and CBP Form 4647 (Notice to Mark/Notice to Re-Deliver) via the ACE Portal for all entry summaries (ACS and ACE entry summaries) for such forms created in ACS or ACE.

(According to CBP sources, Portal account holders can currently only respond to the forms if they were created in ACE.)

CBP notes that the agency can only post forms to one Portal account (e.g. either the broker’s or the importer’s).

Redesigned “Entry Summary Universe” to Improve ACE Reports

The Entry Summary Universe will be redesigned to make it easier to use and to provide additional flexibility when creating and modifying ACE Entry Summary reports. The redesign will resolve numerous incompatibility issues previously experienced when running Entry Summary reports. In addition, data objects in the Entry Summary Universe will appear in alphabetical order within each report class and sub-class.

CBP notes that with this redesign, ACE Entry Summary reports previously customized and saved to the user’s “Favorites” folder may not return the desired results. Users may need to run the saved reports using the “Modify” and “Edit Query” features of the reporting tool to refine the report. Account Management, Account Revenue, Authorized Data Extract, Reference and Transactions reports are not impacted by the redesign.

(CBP has previously stated that although users will see the new Post Summary Correction (PSC) data objects listed in the Entry Summary Universe, no data will be returned if selected, as PSC functionality has been delayed until spring 2011.)

Revised ACE ABI CATAIR Chapters, Clearer Reject Codes

New Electronic Data Interchange (EDI) capabilities in this release include:

  • Revised Entry Summary Query ACE ABI CATAIR chapter that will include new search criteria including, “post summary corrections,” “entry summary liquidated,” “entry summary not liquidated,” “documents required,” and “documents required yet not provided.”
  • Revised Entry Summary Status Notification ACE ABI CATAIR chapter that will include a new Notification Reason Code.
  • Filers will receive new and clearer reject codes when ACE entry summaries are rejected by an Import Specialist.

CBP notes that the Entry Summary Query records have been changed and they are not compatible with the Entry Summary Query records currently used in ACE Production.
