COAC Teleconference on DHS National Strategy for Global Supply Chain Security

U.S. Customs and Border Protection has announcing that the Advisory Committee on Commercial Operations of U.S. Customs and Border Protection (COAC) will holding an open meeting on July 15, 2010 from 2:00 -- 3:00 p.m. EST via teleconference to discuss and vote on the 2010 National Strategy for Global Supply Chain Security.

Strategy Would Create Overall Framework for Secure Flow of Cargo

The 2007 initial report stated that the strategy’s purpose is to establish the overarching framework for the secure flow of cargo through the supply chain and build on (i) existing national strategies, (ii) plans specific to individual segments of the supply chain or transportation system, and (iii) numerous programs and tactical plans developed and implemented by appropriate DHS components and agencies.

Strategy Would Also Include How to Resume Trade Following an Incident

Additionally, the strategy specifically focuses on resumption of trade following an incident. It establishes protocols for the prioritization of vessels and cargo, identifies incident management practices specific to trade resumption, and describes guidance for the redeployment of resources and personnel. In doing so, the strategy recognizes that there exist many different types of incidents which might impact the supply chain, but that resumption itself is an “all hazards” requirement.

Initial Report Submitted in 2007, Final Report Due in 2010

In July 2007, the Department of Homeland Security issued its initial version of its “Strategy to Enhance International Supply Chain Security.” 1 The final version of the report is due in 2010.

Teleconference Registration Deadline is July 9

According to DHS, the teleconference is open to the public; however, participation in COAC deliberations is limited to committee members, DHS and Department of the Treasury officials, and persons invited to attend the meeting for special presentations.

Each person who wishes to listen to the teleconference must provide CBP with his or her full legal name, e-mail address and phone number no later than 5:00 p.m. EST on July 9, 2010, via online registration at https://apps.cbp.gov/te_registration/?w=26 or e-mail at tradeevents@dhs.gov or via phone at 202-344-1440.
