CBSA Transitions from Carrier Code 77YY, Hwy eManifest Begins Sept 2010

Transition Period from May 1, 2010 -- March 31, 2011 for Code “77YY”
A transition period of May 1, 2010 through March 31, 2011, will allow highway carriers and drivers currently using code “77YY” to obtain a unique code. The unique code will be assigned by CBSA and become a regulatory requirement for all highway carriers, thereby harmonizing carrier identification with the eManifest initiative.
eManifest in Highway Mode to Begin in Sept 2010, Using 18-Month Timeline
CBSA’s eManifest initiative is the third phase of the Advance Commercial Information (ACI) program and will require the electronic transmission of advance cargo and conveyance information from carriers for all highway and rail shipments. In addition, the electronic transmission of advance secondary data will be required from freight forwarders and the electronic transmission of advance importer data will be required from importers or their brokers. eManifest is being implemented over a number of years, by client type, using an 18-month implementation timeline. According to CBSA, key implementation dates are:
Sept 2010 | Highway carriers may begin EDI transmission of cargo and conveyance data |
Winter 2011 | Highway carriers may begin to use the eManifest Portal for transmission of cargo and conveyance data |
Winter 2011 | Rail carriers may begin transmission of cargo and conveyance data |
Summer 2011 | Freight forwarders may begin transmission of secondary cargo / house bill data |
Spring 2012 | Importers may begin transmission of importer data in the marine mode |

ACI Marine, Air Phases Implemented Earlier. ACI phases 1 (marine) and 2 (air), implemented on April 19, 2004 and July 26, 2006, respectively, require marine and air carriers to submit pre-arrival cargo and conveyance information electronically, within advance time frames.

(Although CBSA sources state that the use of itinerant carrier codes for other modes have gradually been eliminated for some time now; the CBSA notice says that effective April 1, 2011, CBSA will no longer accept generic itinerant carrier codes for any mode of transportation.)
