According to NY/Newark sources, this is a national NII policy for C-TPAT importers, and is not limited to this one seaport.
C-TPAT Importers Must Identify Their Shipments in AMS to Receive Priority
In order to receive priority treatment, containers consigned to a C-TPAT importer that are designated for NII should be identified as such with "CTPAT" in the first 5 columns of the "Public Remarks" field associated with the Automated Manifest System (AMS) 7H transmission to the pertinent carrier and secondary notify parties.
CBP has requested that marine terminals stage these priority C-TPAT containers for NII prior to presenting non-C-TPAT containers.
Entries Should be Electronically Generated 3-5 Days Prior to Vessel Arrival
CBP also states that to effectively identify C-TPAT importers, and ensure priority treatment is afforded, entry filers must electronically generate the entry prior to vessel arrival - and that three to five days before arrival would be best.
NY/Newark, states that these procedures will facilitate the expectations of C-TPAT importers by ensuring the subject containers will be given priority consideration in all aspects of the CBP examination process.
