CBP Working to Fix ABI Problem for Summaries Selected for Team Review
U.S. Customs and Border Protection has issued a CSMS message stating that the Automated Broker Interface (ABI) system is currently not providing summary selectivity results to inform filers every time an entry summary is selected for team review.

Consequently there are situations where the trade is not electronically advised that the entry package is owed or the electronic invoice is required.
This condition can affect all Automated Commercial System (ACS) entry summaries, regardless of whether or not they are flagged for electronic invoice filing (i.e., filed via Electronic Invoice Program or Remote Location Filing).
Ports Have Been Instructed Not to Pursue Liquidated Damages/Penalties
Until this issue is resolved, ports have been instructed not to pursue liquidated damages or penalties based on the filer's failure to timely submit documents and/or electronic invoices.
CBP to Update Trade Once Issue is Resolved
CBP states that it will advise the trade once this issue has been resolved.
