The ESAR III release will provide new capabilities specific to the filing and processing of antidumping and countervailing duty (AD/CVD) entries (also known as type 03 entries) and AD/CVD Case Management. ESAR III will also improve portal navigation and change entry summary formatting, which will impact all ACE accounts.

(ESAR III was originally scheduled to be deployed on January 17, 2010, but has been postponed twice due to software testing and inclement weather in the Washington, DC area.)

ACE Outage Scheduled for February 13-14 Due to ESAR III Deployment

CBP has also issued a CSMS message stating that in order to deploy ESAR III capabilities, ACE will experience an extended outage beginning at 22:00 EST on February 13, 2010 and lasting until 07:00 EST on February 14, 2010. CBP requests that all ACE entry summary filers cease filing AE transactions at 21:00 EST on February 13, 2010.

CBP does not anticipate the interruption of the filing of ACE truck manifest data beyond the normal maintenance window.

After Deployment, All ACE Entry Summaries Must be Filed Using New Record Formats

According to another CSMS message, once the ACE production system is brought back up on February 14, 2010, all AE transactions (ACE entry summaries) must be filed using the new record formats. Once the deployment has concluded and the system is brought back up, any AE transactions filed using the current record formats will be rejected.

(The new record formats can be found on the CBP website at: http://www.cbp.gov/xp/cgov/trade/automated/modernization/ace_edi_messages/catair_main/abi_catair/catair_adcvd/.)

A CSMS message will be issued as soon as the deployment has been concluded, the system has been tested with live data, and ACE Production is up and running.

1Note that CBP is also scheduled to deploy the CUSRES (Customs Response Message) pending Importer Security Filing transaction set on February 24, 2010. Testing in the Certification environment for this change will begin on February 14, 2010. CBP is also making additional ISF changes (bond-related edits, etc.), which will be effective February 14, 2010. (See ITT's Online Archives or 02/09/10 news, 10020905, for BP summary.)
