CBP CSMS Messages and Web Postings

CBP has issued a CSMS message stating that it has resolved the previously announced issue with ACE reports. On January 25th, CBP issued a message stating that those requesting data for ACE reports after January 22, 2010 may get reports that contain stale data. 2. CBP's Weekly TRQ/TPL Commodity Report as of January 25th

CBP has issued its weekly tariff rate quota (TRQ) and tariff preference level (TPL) commodity report as of January 25, 2010. This report includes TRQs on various products such as beef, sugar, dairy products, peanuts, cotton, cocoa products, tobacco, certain BFTA, DR-CAFTA, Israel FTA, JFTA, MFTA, OFTA, SFTA, UAFTA (AFTA) and UCFTA (Chile FTA) non-textile TRQs, etc. Each report also includes the AGOA, ATPDEA, BFTA, DR-CAFTA, CBTPA, Haitian HOPE, MFTA, NAFTA, OFTA, SFTA, and UCFTA TPLs and TRQs for qualifying apparel and/or other textile articles, the TRQs on worsted wool fabrics, etc. (Weekly commodity report, posted 01/25/10, available at http://www.cbp.gov/linkhandler/cgov/trade/trade_programs/textiles_and_quotas/commodity/cr_01252010.ctt/cr_01252010.pdf)

3. CBP Updates its TRQ/TPL "Threshold to Fill" List

CBP has posted an updated version of its TRQ/TPL "threshold to fill" list, a quick reference to monitor TRQs and TPLs that are approaching the restraint limit or have filled the in-quota (low) rate. The list is divided into two sections - those that are at least 85% filled and those that are closed. 4. CBP Announces Jan 28th Opening of 180-Day Special Import Quota for Upland Cotton

CBP has issued a memorandum announcing a special import quota of 13,728,119 kg for upland cotton that is provided for in HTS Chapter 99, Subchapter III, U.S. Note 6 and is entered under HTS 9903.52.81. (CBP notes that this quantity is not subject to the TRQs in Chapter 52 Additional U.S. Notes 5 through 10.) The quota period is January 28, - July 26, 2010. To be counted under this quota, the cotton must be imported during this period and purchased not later than April 27, 2010. The opening date is January 28, 2010. 5. CBP Posts Updated Public ACS FIRMS Report

CBP has posted an updated version of its Public Automated Commercial System FIRMS (Facilities Information and Resources Management Systems) report that is organized by port code and alphabetically by company name. 6. Updated CF 1400, CF 1401 Reports

CBP has posted an updated version of its CF 1400 (Record of Vessel in Foreign Trade Entrances) - an electronic query report for CF 1400 of the Vessel Management System (VMS), in accordance with 19 CFR 4.95, organized by entrances. CBP has also posted an updated CF 1401 (Record of Vessel in Foreign Trade Clearances) - an electronic query report for CF 1401 of the VMS, in accordance with 19 CFR 4.95, organized by clearances. 7. CBP Officers Seize 708 Pound Marijuana Load Concealed in Fish Shipment
