The National Marine Fisheries Service has issued a proposed rule to restrict entry into any U.S. port or place and access to port services by vessels that have been listed as engaging in illegal, unregulated, and unreported (IUU) fishing activities. It would also prohibit the provision by persons and business entities subject to U.S. jurisdiction of certain services to, and commercial transactions with, such vessels. 2. AMS Corrects Final Rule on Imports of Irish Potatoes, Etc.
The Agricultural Marketing Service has issued corrections to its December 10, 2009 final rule on Irish potatoes. It also contained minor administrative changes to the potato, onion, and tomato import. The corrections are effective January 11, 2010. 3. BIS Announces Meeting of Sensors and Instrumentation Technical Advisory Committee
The Bureau of Industry and Security is announcing that the Sensors and Instrumentation Technical Advisory Committee (SITAC) will hold a partially open meeting on January 26, 2010, in Washington, D.C. The committee advises the Export Administration on technical questions that affect the level of export controls applicable to these products. 6. DOT Releases Strategic Plan for Intelligent Transportation Systems
The Department of Transportation's Research and Innovative Technology Administration has released the new, five-year Intelligent Transportation Systems (ITS) Strategic Research Plan. The plan explores the potentially transformative capabilities of wireless technology. The core of the research plan is a program called IntelliDriveSM, a multimodal initiative for wireless connectivity between vehicles (autos, buses, trucks, rail, and other fleets), infrastructure and passengers' device. 8. Canada Opens Entry Facility in St. Stephen, NB Near Calais, Maine
Canadian Prime Minister Harper officially opened the new St. Stephen Port of Entry facility in St. Stephen, New Brunswick on January 8, 2010. Construction of the new facility, located at the new international bridge between St. Stephen and Calais, Maine, is now complete. 9. Canadian Int'l Trade Tribunal Notices on Expiry Reviews of Certain Potatoes & Refined Sugar from U.S.
In the January 9, 2010 edition of the Canada Gazette, the Canadian International Trade Tribunal issued notices announcing: (i) its initiation of an expiry review of its antidumping order on certain whole potatoes from the U.S. for use or consumption in the province of British Columbia; and (ii) the expiry of its AD orders on certain refined sugar from the U.S., Denmark, Germany, the Netherlands and the United Kingdom and seeking comments by January 18, 2010 on the necessity of conducting an expiry review.
10. China-ASEAN FTA Launches New Portal, Free Trade Port Area, Logistics Park, Etc.
During the recently concluded forum on the China-ASEAN Free Trade Area (which was fully initiated on January 1, 2010), the ASEAN-China FTA Business Portal was launched, the Qinzhou Free Trade Port Area and the Nanning Bonded Logistics Park were unveiled, and 18 economic cooperation projects valued at US$ 4.896 billion were signed.
