2. CBP Accepts ACE Applications on a Continuing Basis

CBP has issued a CSMS message stating that it has come to its attention that some trade members have the understanding that applications for ACE Portal accounts are no longer being accepted and processed by CBP. CBP would like to clarify that CBP is accepting applications for ACE Portal accounts on a continuing basis. 3. Port of Buffalo Granted Snow Day for December 10th

CBP has issued a CSMS message announcing that due to a power outage, a snow day has been granted to the Port of Buffalo (Port Code 0901) for December 10, 2009. 4. Harmonized System Update - Changes to the 2009/2010 HTS

CBP has issued a CSMS message announcing recent changes to the 2009/2010 Harmonized Tariff Schedule (HS Update No. 0904). This update contains 40,159 ABI records and 6,479 harmonized records.

This update includes the annual special program staged rate reductions for 2010.

In addition, this update contains changes made as a result of the 484(F) Committee. The revisions take effect on January 1, 2010, and include a request by the U.S. Department of Agriculture to report milk solids content of dairy products in the kilogram unit of measure. Dairy related tariff numbers, which are subject to the reporting of milk solids content of dairy products, will have a second reporting unit of measure indicating 'CKG' (Content in Kilograms). The 'CKG' indication refers to the weight in kilograms associated with the milk solids content.

Potato import assessment increases mandated by the Agricultural Marketing Service are included as well. These adjustments were effective on December 7, 2009.

8. 2010 TRQ on Cheese and Substitutes for Cheese Opens January 4th

CBP has issued a memorandum announcing that the 2010 TRQ for cheese and substitutes for cheese provided for in HTS Chapter 4, Additional U.S. Note 16 will open on Monday, January 4, 2010. The below-listed countries or areas have the following low-duty access amounts:

11. Dec 10th Opening of 180-Day Special Import Quota for Upland Cotton

CBP has issued a memorandum announcing a special import quota of 13,304,199 kg for upland cotton that is provided for in HTS Chapter 99, Subchapter III, U.S. Note 6 and is entered under HTS 9903.52.74. (CBP notes that this quantity is not subject to the TRQs in Chapter 52 Additional U.S. Notes 5 through 10.)

The quota period is December 10, 2009 - June 7, 2010. To be counted under this quota, the cotton must be imported during this period and purchased not later than March 9, 2010. The opening date was December 10, 2009.
