Miscellaneous International Trade Notices

The National Customs Brokers and Forwarders Association of America has posted notices to its website responding to member inquiries regarding the 10+2 interim final rule. Among other things, NCBFAA says that CBP has confirmed that all warning messages regarding Importer Security Filings should be disregarded. CBP has also informed NCBFAA that ISF filers do not need to wait for carriers to submit their Automated Manifest System filing in order to submit an ISF filing. 2. Obama and Korean President Pledge to Move FTA Forward

The U.S. Embassy in Korea posted the comments of U.S. President Obama and Korean President Myung-bak during their November 19, 2009 meeting. The two sides reaffirmed the economic and strategic importance of the Korea-U.S. free trade agreement and agreed to redouble their efforts to move the agreement forward. 3. China Blocks U.S./EU/Mexico Request for WTO Panel on Raw Material Export Restrictions

China's Ministry of Commerce reports that China has rejected requests made by the U.S., the European Union, and Mexico to establish a WTO panel to investigate and rule on Chinese restrictions of raw material exports. MOFCOM states that a panel request can only be blocked once, and if the three complainants choose to make a second request at a later date, a panel would be set up automatically. 4. Long Beach, China Merchants Intl Sign "Green" Pact

On November 12, 2009, the Port of Long Beach and China Merchants Holdings International (CMHI) signed a comprehensive environmental exchange agreement to further "green" technologies and practices on both sides of the Pacific. Long Beach already has green accords with the Port of Rotterdam, Yantian International Container Terminals in China and a group of ports in Mexico. The Drug Enforcement Administration is establishing, effective November 20, 2009, its initial 2010 Assessment of Annual Needs for certain List I chemicals (Ephedrine, Pseudoephedrine, and Phenylpropanolamine) for 2010, in accordance with the Combat Methamphetamine Epidemic Act of 2005.
