CBP is Scheduled to Deploy ACE AD/CVD Entry Summary Capabilities on January 17th
U.S. Customs and Border Protection has announced that it is scheduled to deploy ESAR A2.3.1a (antidumping/countervailing duty (AD/CVD) entries in ACE and AD/CVD Case Management) on January 17, 2010.

This deployment will provide new ACE Portal and EDI capabilities specific to the filing and processing of AD/CVD entries (type 03 entries).
ACE AD/CV Entry Summary to be Available to All Ports at Same Time
According to CBP sources, there is not a phased deployment schedule for ESAR A2.3.1a - it will be available to all entry summary processing ports at the same time.

Trade Will be Able to File Type 03 Entries via ACE
EDI trade participants will be able to file entry summaries electronically to ACE for entry types 03 using the better organized, more descriptive ACE ABI CATAIR document.
Filers will also have the ability to run an ABI query of AD/CVD case information. Information returned in the query output will include data required by ABI filers to successfully file AD or CV duty entry summaries in ACE.
Capabilities Will Include Ability to Search AD/CVD Case Information, Etc.
ACE Portal capabilities with the ESAR A2.3.1a release will include the capability to search, display and print both AD/CVD case information and AD/CVD messages. The case reference file will provide the ability to track the life cycle of an AD/CVD case and will contain important case information such as the duty deposit rates, entry summary suspension status, bond/cash status, administrative review information and events related to the case history (e.g., "initiation," "preliminary," "final," "order," "terminated").
AD/CVD Messages Will House Additional Information
The AD/CVD messages that will be resident in ACE, will house additional useful information in one convenient location such as additional message header data elements (e.g., "message status," "Federal Register Notice cite," "Federal Register Notice publication date," "court order number") and the ability to run searches for all types of messages related to a particular case via the ACE Portal.
Importers Could Respond to Certain Forms via ACE for All Entry Summaries
Importers with an ACE portal account who select "portal" as their mode of communication will also be able to respond to CBP Forms 28, 29 and 4647 via the ACE Portal for all entry summaries (that is, both ACS and ACE entry summaries).
Brokers Could Create Declarations if Granted Cross-Account Access
Brokers with an ACE portal account will be able to create declarations for their non-portal accounts. Brokers with clients possessing their own importer portal accounts however, will not be able to create declarations on behalf of their clients via their portal account. Brokers in such situations will have to be granted access as a "user" in the importer's portal account in order to create the declaration.
Web-Based Training to be Available Prior to January 2010 Release
Web Based Training (WBT) will be available prior to the January 2010 release. All users should have completed the WBT for the A2.2 release prior to taking the new WBT.
