The Federal Maritime Commission has granted the Petition for Declaratory Order of Team Ocean Services, Inc. and affirms that it is lawful for licensed Ocean Transportation Intermediaries (OTIs) to engage unlicensed persons to act as their agents to perform OTI services. 2. Registration Form for Dec 10-11th Meeting on CPSIA Testing/Certification

The Consumer Product Safety Commission has posted a registration form for persons interested in attending a free, two-day public workshop on December 10-11, 2009 on "CPSIA Product Testing." This workshop will address issues relating to test programs, certification, material changes to children's products and third-party testing, component testing, and product labeling required by the Consumer Product Safety Improvement Act of 2008. 3. DHS, Mexican Customs Officials Discuss Joint Initiatives

The Department of Homeland Security officials met with their counterparts from the Mexican Ministry of Finance and Public Credit on November 6, 2009 to outline joint initiatives to increase coordinated investigative efforts, commit more resources for additional inspection teams at ports of entry along the border, and implement comprehensive plans to strengthen security and ensure the secure flow of trade during events that affect port operations. 4. USTR Releases Statement on Recent ACTA Negotiations

The Office of the U.S. Trade Representative released a statement by the Anti-Counterfeiting Trade Agreement negotiating partners regarding the recent round of ACTA negotiations in Seoul, Korea. Participants reaffirmed their commitment to continue their work with the aim of concluding the agreement as soon as possible in 2010. 5. AES Maintenance Outage Scheduled for December 5-6

The Census Department has issued an Automated Export System Broadcast announcing that the AES Production Region (shipments for live data) will undergo an extended outage for hours beginning at 11:00 p.m. EST on December 5, 2009. 6. China Says Protectionism Toward It Rose Significantly in 2009

A spokesman for China's Ministry of Commerce stated that China has suffered heavily from trade protectionism since the outbreak of the global financial crisis. The spokesman said 19 economies launched 88 probes into Chinese products in the first 9 months of 2009, involving $10.2 billion dollars of export goods and representing a 125% increase from the same period last year. 7. LA Announces Fee Schedule Change for A-TCET CES

8. BIS Renews Temporary Denial Order for Orion Air and Syrian Pearl Air

9. DOE Issues Supplemental Proposed Rule, Public Meeting for 2008 Proposed Rule on Commercial Clothes Washers, etc.

The Department of Energy is announcing that it has issued a supplemental proposed rule and certain analyses for the portion of an October 2008 proposed rule on commercial clothes washers. An associated public meeting will be held in Washington, D.C. on November 16, 2009. Comments on the supplemental proposed rule are due by December 9, 2009. The October 2008 proposed rule is on Energy Conservation Standards for consumer dishwashers, dehumidifiers, microwave ovens, and electric and gas kitchen ranges and ovens, and for commercial clothes washers. 10. CBSA Posts Final Dumping Determination for Mattress Innerspring Units from China

Canada Border Services Agency posted in the November 7, 2009 edition of the Canada Gazette the previously announced final affirmative determination of dumping regarding mattress innerspring units with or without edgeguards used in the manufacture of innerspring mattresses originating in or exported from China.
