CBP has posted an updated list of Free and Secure Trade enrollment centers. The list contains the addresses, hours of operation, and phone numbers for the enrollment centers. 4. CBP Seizes Fake Video Game Machines at LA Seaport

CBP officials seized of a shipment containing 168 coin-operated video game machines for violating intellectual property rights at the Los Angeles seaport. The shipment had a total domestic value of $138,000 and a manufacturer's suggested retail price of $672,000. The shipment had arrived inside a sea container from China. 5. Updated TRQ/TPL "Threshold to Fill" List

CBP has posted an updated version of its tariff rate quota/tariff preference level "threshold to fill" list, a quick reference to monitor TRQs and TPLs that are approaching the restraint limit or have filled the in-quota (low) rate. The list is divided into two sections - those that are at least 85% filled and those that are closed. 6. Nov 5th Opening of 180-Day Special Import Quota for Upland Cotton

CBP has issued a memorandum announcing a special import quota of 13,470,353 kg for upland cotton that is provided for in HTS Chapter 99, Subchapter III, U.S. Note 6 and is entered under HTS 9903.52.69. (CBP notes that this quantity is not subject to the TRQs in Chapter 52 Additional U.S. Notes 5 through 10.)

The quota period is November 5, 2009 - May 3, 2010; to be counted under this quota, the cotton must be imported during this period and purchased not later than February 2, 2010. The opening date is November 5, 2009. 7. 2010 TRQ on Whiskbrooms Opens January 4th

CBP has issued a memorandum announcing that the 2010 TRQ on whiskbrooms, wholly or in part of broom corn, will open on Monday, January 4, 2010 with a low-duty quantity of 61,655 dozen (since the reporting unit for brooms is numbers, the actual quota limit is 739,860 numbers). 8. 2010 TRQ on Other Brooms Opens January 4th

CBP has issued a memorandum announcing that the 2010 TRQ on other brooms, wholly or in part of broom corn, will open on Monday, January 4, 2010 with a low-duty quantity of 121,478 dozen (since the reporting unit for brooms is numbers, the actual quota limit is 1,457,736 numbers). 9. 2010 TRQ on Mandarin Oranges (Satsumas) Opens January 4th

CBP has issued a memorandum announcing that the 2010 TRQ on mandarin oranges (satsumas) in airtight containers will open on Monday, January 4, 2010 with a low-duty quantity of 40,000,000 kg. 10. 2010 TRQ on Milk/Cream, Fluid or Frozen, Fresh or Sour Opens Jan 4th

CBP has issued a memorandum announcing that the 2010 TRQ on milk and cream, fluid or frozen, fresh or sour, provided for in HTS Chapter 4, Additional U.S. Note 5 will open on Monday, January 4, 2010.

Of the aggregate low-duty quantity of 6,694,840 liters, New Zealand shall have access to a quantity not less than 5,678,117 liters. 11. 2010 TRQ on Dairy Products Opens January 4th

CBP has issued a memorandum announcing that the 2010 TRQ on dairy products provided for in HTS Chapter 4, Additional U.S. Note 10 will open on Monday, January 4, 2010. The aggregate quantity is 4,105,000 kg and the below-listed countries have the following low-duty minimum access amounts:

This TRQ is expected to oversubscribe on opening day. CBP advises filers that it would not be advantageous to file entries for subject merchandise utilizing the Automated Clearinghouse (ACH) as a form of payment.

12. 2010 TRQs for Certain Worsted Wool Fabrics Open January 4th

CBP has issued a memorandum announcing that the 2010 TRQs for certain worsted wool fabrics suitable for use in making suits, suit-type jackets, or trousers will open on Monday, January 4, 2010 with the following restraint levels:

The importation of worsted wool fabrics under HTS 9902.51.11, 9902.51.15, and 9902.51.16 shall only be allowed to importers who have a license issued by the Department of Commerce or who have written authorization to use another person's DOC license.
