Trade Can Begin ACE AD/CVD Testing on Nov 9th (RLF Working in ACE Production)

U.S. Customs and Border Protection has issued a CSMS message announcing that the trade can begin testing antidumping/countervailing duty (AD/CVD) entry summary 03 and related processing (ESAR A2.3.1a) in ACE on November 9, 2009.

A2.3.1a Will be Available in Testing Environment on November 9th

The baseline for the AD/CVD functionality will be deployed to the ACE Certification (testing) environment on November 5, 2009. However, the trade testing environment will be unavailablefrom 8:00 a.m. EST November 5, 2009 until 6:00 a.m. EST November 9, 2009. Testing availability will begin after 6:00 a.m. on November 9th.

A2.2 Will No Longer Have a Testing Environment Starting Nov 5th

Beginning at 8:00 a.m. EST on November 5, 2009, there will be no environment to test ESAR A2.2 (ACE Initial Entry Types) functionality. All testing in the testing environment must be done against the A2.3.1a baseline using the new entry summary (AE) record formats.

A2.3.1a Deployment in ACE Production Scheduled for Jan 17th

ESAR A2.3.1a is currently scheduled to be deployed in ACE Production on January 17, 2010. CATAIR chapters for the new A2.3.1a record layouts along with additional supporting information are available on the CBP website at: http://www.cbp.gov/xp/cgov/trade/automated/modernization/ace_edi_messages/catair_main/abi_catair/catair_adcvd/.

ACE Summaries Not Conforming to Amended CATAIR to be Rejected on Jan 17th

Upon the deployment of ESAR A2.3.1a in the Production environment, all ACE entry summaries must conform to the CATAIR chapter for ACE Entry Summary located at the link above. Any entry summaries transmitted in the current AE format will be rejected if transmitted on or after January 17, 2010.

RLF Now Works in ACE Production, But Testers Will Need to Delay Testing Until Software Conforms to A2.3.1a Baseline

CBP also issued a CSMS message stating that the Remote Location Filing (RLF) functionality is now working in ACE Production.

However, the code baseline for ESAR A2.2 will not be available in the ACE testing environment beginning at 8:00 a.m. EST on November 5, 2009. Therefore, those that have not yet tested RLF in the testing environment and plan to do so prior to transmitting live RLF entries in ACE Production, will need to delay testing until their software conforms to the ESAR A2.3.1a baseline.
